Desc:
  - can't find Java CPL under Windows CPL after installing JRE 7u4 b14 Java CPL on Vista family windows.
  Issue is reproduced
    - on WinVista x64/Win 7 x64 for both x32 and x64 JRE
    - on WinVista SP2 x86 for x32 JRE

  No such issue for 7u4 b14 x32bit JRE on: WinXPPro SP3 x86.
  No such issue for 7u4 b14 both x32/x64 JRE on: WinXPPro SP3 x64.
  No such issue for 7u4 b13 on all windows including Win7/Vista x64 platforms.

  Java CPL still runs normally from jre7/bin folder.
