Support repeating annotations in javax.lang.model

    Description

      Since javax.lang.model has a subset of the methods of java.lang.reflect.AnnotatedElement, the common methods in javax.lang.model should be updated to behavior consistently with the library changes being made in AnnotatedElement to support repeating annotations.

      The javax.lang.model annotation mirror API should also have an explicit policy on how repeating annotations are modeled.
