The exception site list feature window shows a message in a line of the table that says "Click Add to add an item to this list." (as described in the UX spec). However, the message looks like a list item and so may cause confusion since a user might think they can just click on that item and edit it. The second attachment shows the desired visual treatment, where the message appears to "float" in an empty list and the text is a dark gray instead of black (in the example, the text color is rgb(60,60,60).

Also, this message item should not be selectable. Currenlty you can click on the text and the line of the table becomes selected.
