Removing an item from the Exception Site List should select the next remaining item (if any)

      (spec change)
      The user should be able to remove several items by clicking the Remove button multiple times. Therefore the behavior should change (spec updated) so that when the Remove button is clicked, the next item in the list becomes selected. If there are no more items in the list, then the Remove button is disabled.
