Need more space below the Manage Exceptions button on the JCP Security tab.

The Exception Site List section of the security tab should be further distinguished from the Manage Certificates and Restore Security Prompts features below it.

Currently there are only 10 pixels below the Manage Exceptions button. It should be at least 20px.
