Fix javadoc tests in langtools regression ws for tidy warnings/errors

      html files generated by javadoc tests in tools and com/sun/ dir in langtools regression ws were checked for html validation errors/warnings by tidy.

      Few of the tests need updated to fix the tidy errors/warnings.

      There are different category of errors that affect multiple tests as well as there are multiple tests that have different validation issues.

      The reviews will be divided into multiple groups.
