To reproduce:
1. Run HelloSanity app
2. Choose 'Controls'
Now drag the ScrollPane with the mouse, such that it is over-scrolled (The white area around the blue rectangle appears). When releasing the drag, the scrollPane will bounce back to a non over-scrolled position (no white area is seen).
When using touch instead, the scrollPane will not bounce back.
Expected behavior is for mouse and touch to behave the same
