OS X 10.8.2, NetBeans 7.3 beta 2, JDK 7u10 b15
No matter what I do, I cannot get drop-in replacement icons to work.
I am using the following tutorial as a guide:

I have also tried:

I have tried asking for help on the OTN Forums:

And I don't seem to be the only person having this issue:

I have tried using NetBeans 7.2 as well as 7.3 beta 2, and both JDK 7u9 and 7u10 b15
I have attached my NetBeans project as a test case.
