Packager does not pick up custom icon for native bundle

No matter what I do, I cannot get drop-in replacement icons to work.

I am using the following tutorial as a guide:

I have also tried:

I have tried using NetBeans 7.2 as well as 7.3 beta 2, and both JDK 7u9 and 7u10 b15
