[Windows] fxpackager tests fail with VS2013

      VS 2013
      FX 9 + needed changes to enable building with VS 2013.

      I'm working on the changes to enable compiling with VS 2013 (see RT-38475) and I am getting errors in the fxpackager tests. The attached log file shows the errors.
