I tested with a few scenarios:

D&D a Hbox and set it to Use Computed Sizes
Try to resize the HBox using handles - bug - you can not

2.
New Document
D&D an AnchorPane
D&D a Pane into the AnchorPane and set the Pane to UCS
Try to resize the Pane using handles - bug - you can not

3.
New Document
D&D an AnchorPane
Set the AnchorPanes Pref Width and Pref Height to 0
Try to resize the AnchorPane using handles - bug - you can not and following Exception is thrown:
