Selection Handles display wrong cursor for zero size object

      D&D a Pane
      Hover mouse over the SE handle and the SE_RESIZE cursor is shown
      Set the Pref H/W of the Pane to 0
      Now hover mouse over the SE handle - bug - the NW_RESIZE cursor is shown. In fact, all the cursors are opposite to the expected one.
