Setting Timeline's rate to zero stops animation, but setting it to nonzero doesn't start it again

Shows up on both Solaris and Windows with the SDK bundled with the NetBeans 6.5 snapshot that is current today (14 Oct 08).

Setting the rate of a Timeline to zero stops it from running, which seems logical. But then setting it to a non-zero value doesn't start it again. So for example if the rate is bound to the value of a slider, if you slide to zero the animation stops, but it stays stopped when you leave zero again. This worked in b38 but no longer works in b39.
