Old JRE: webstart app starts on the second attempt only

      win xp, 32 bit, jdl 6u22

      Steps to reproduce:
       - have JDK 6u22 or 6u23 on your machine
       - download FX build b28
       - run installer
       - try to run a jnlp
      The dialog will be shown with the warning that your java version is too old. Click Run. the jnlp will not start.

      Try running again - the JNLP will start successfully

      This is not reproducible once you upgrade to jfk 6 u 25
