This issue may be related to RT-19267, the order of "Next" and "Cancel" buttons is changed with English SDK installer from b13. But for ja and zh_CN, it's not changed, so in b13, the order is inconsistent with English.
ja,zh_CN SDK installer welcome page, the order of "Next" and "Cancel" buttons is inconsistent with English installer.
