Popups aren't drawn in the right place in applet mode if the browser window is moved

    Description

      If you have an app that displays a Tooltip, MenuButton, or other Popup control, and the browser window is moved, the popup is displayed in the original location the next time it comes up. It doesn't get notification that the Stage has moved.
