Win: closed hand and open hand cursors are monstrous

      This is a follow-up issue of RT-30977. The custom open/closed hand cursors are no longer ugly, but for some reason they are too big - they look like being scaled up. See the comparison to the stock cursor in the attached image (sorry for the quality - it is montage of screen photos taken by phone).
