Need a proper fix for texture handling in PhongMaterial

    Description

      We need a proper fix to RT-29782 which was a temporary workaround to a real bug. Addressing this issue will also set the framework for RT-29543 where we can lock/unlock texture to be compliance with the centralized resource management system.
