We run into it into the SceneBuilder. When a popup (Menu, ContextMenu, Popup) is displayed, then part of the SceneBuilder UI is no more refreshed.
I had hard time isolating this issue outside the tool. I attached the test case that shows it all.
As soon as the popup is shown, the ListView and the MenuButton are no more refreshed (focus ring).

If the same stylesheet is referenced from the Scene instead of the container, then there is no issue. With b162, we had no isse.
