FX plugin 2.1 b14 ( FX scrum build #80, feb 25 ) doesn't work as default with 6u30/6u31 JRE. Also FX applets aren't loaded.

Steps to reproduce:

Test applet: http://sqeweb.us.oracle.com/deployment2/jitu/deployregistration/PluginUnderDTTest.html

1. Install 6u30 fcs, run test applet, check JConsole output/applet output/DT output,
   expected==actual: plugin version is 1.6.0_30

2. Then install FX 2.1 b14 ( the same issue with FX scrum build #80, feb 25 ), run test applet, check JConsole output/applet output/DT output
   expected: plugin version 10.4.1 ( FX plugin should be default )
   actual: 1.6.0_30
   Run FX applet:: http://jre.us.oracle.com/java/re/javafx/2.0.2/promoted/fcs/b08-samples-respin3/binaries/windows-i586/javafx-samples-2.0.2/BrickBreaker.html \
   expected: FX applet is loaded/worked
   actual: hung on loading

2a. In some cases actual behavior is: plugin doesn't work at all after 6u30 + FX 2.1 b14 install, need more investigations.

3. Install 6u31, run test applet.
   expected: plugin version 10.4.1 ( FX plugin should be default )
   actual: 1.6.0_31

    Run FX applet:
      expected: FX applet is loaded/worked
      actual: FX download will be proposed ( !! )

4. Remove FX
    Run FX applet, FX download will be proposed ( !! )

    Is it a Regression:* Yes, all worked ok with FX 2.1 b05 ( plugin version was 10.2.1.255 )
