Introduce bundle targets

    Description

      The OpenJDK build does not have a way of creating a tar or zip bundle of the built images. For the OracleJDK build, it is being done in the install part of the build. This part is not run for all kinds of targets however (arm, reference implementation builds). To work around this, the RE build process has to create bundles in these cases. This logic much rather belongs in the makefiles than in some external entity.
