      after JDK-8159908, there are only 4 remaining javaws tests labeled as candidates for unit test listed in wiki at https://wiki.se.oracle.com/display/JPGC/Deployment+Test+Workload.
      This issue covers porting the remaining tests:
      javaws/com/sun/javaws/IcoEncoderTest.java - removed - tested a class that no longer exists
      javaws/com/sun/javaws/util/JfxHelperTest.java
      javaws/com/sun/jnlp/FileContentsImplTest.java
      javaws/com/sun/jnlp/PersistenceServiceImplTest.java
