Third-party licenses for javafx.* modules are missing

    Description

      JDK-8169925 reorganized the licenses, including those for third-party software, by module. As part of this, the JDK build logic now supports a new modules_legal directory for imported modules.

      The javafx.* modules do not currently deliver the the needed license files in the modules_legal directory to the JDK build.
