JRE 8u121 fails to install with blank dialog box (username with character #)

JRE 8u20 and above installation fails to complete successfully with blank dialog box.

Steps to reproduce:
1. In Windows 10 (64-bit), create a user name with special characters, e.g., abc#
2. Download JRE 8u121 (32-bit) offline
3. Run the installer.
4. Installer appears with empty dialog box in one system and a complete blank dialog box in another system. (See attached screenshots).
5. Installation was successful with imaginary click on one system, while in another no further action generated due to completely blank dialogs.

Expected:
Installer should have visible dialogs to proceed with successful installation

Actual:
Installer failed to draw regular dialog box with instructions, thus disabling user to proceed with further steps.

This is a regression starting with 8u20.
