Installation fails to proceed with username having special characters

    Description

      FULL PRODUCT VERSION :
      java version "1.8.0_121"
      java version "1.8.0_112"
      java version "1.8.0_91" and below

      ADDITIONAL OS VERSION INFORMATION :
      Windows 10 x86, Windows 8.1 x86 and x64.

      EXTRA RELEVANT SYSTEM CONFIGURATION :
      Windows 10 x64 is working fine

      A DESCRIPTION OF THE PROBLEM :
      With username having special characters(native characters), i am not able to install install java or java related applications.



      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      Step 1: Create an admin user with native or special character.
      Step 2: download latest java from oracle website.
      Step 3: Double click on java installer to install java.




      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      Expected behavior: Java installation dialog box should appear for the installation process.

      ACTUAL -
      Actual behavior: No dialog box appears for installation.

      ERROR MESSAGES/STACK TRACES THAT OCCUR :
       On continuous double click it throws dialog box mentioned "error 123 the filename directory name or volume label syntax is incorrect".

      REPRODUCIBILITY :
      This bug can be reproduced always.
