      Currently Tonga test has most Unicode relative tests need to migrate to jtreg test.

      Migration Strategy
      --------------
      QE will review existing Unicode test in jtreg and tonga, and will follow below strategy to migrate
      - Remove the tests that has existed in jtreg
      - Refactor tonga tests following by jtreg test

        1.
        		 Migrate Unicode character tests to JDK Repo. Sub-task Closed Dora Zhou (Inactive)  
        2.
        		 Migrate Normalizer tests to JDK Repo. Sub-task Open Dora Zhou (Inactive)  
        3.
        		 Migrate Locale matching tests to JDK Repo. Sub-task Resolved Dora Zhou (Inactive)
