We will be hosting JavaFX release notes as part of the standalone JavaFX 11 release.

They need to be checked into the repo so that they are under access control.

The current plan is to put them in the repo in a new doc-files/release-notes-11.md file. Since it is associated with the FX 11 release, it should be checked into the 11-dev repo. It is not part of any build nor will it require a respin.
