get rid of vmTestbase/PropertyResolvingWrapper

    Description

      CODETOOLS-7902352 added support of using ${property} in action directive, so PropertyResolvingWrapper isn't needed anymore and can be removed.

      using this support requires 'allowSmartActionArgs' being true, which it is if test suite specific 'requiredVersion' as >= b14.
