Implement CollectedHeap::get_safepoint_workers() for parallel gc

      Since some time parallel gc also uses the WorkGang abstraction for parallel actions.

      Similar to G1, ZGC, and Shenandoah, the default work gang could be used for the safepoint cleanup in parallel gc too.
