The INDEX page should link to Serialized Form and Constant Values pages

      The INDEX page (linked to from the INDEX link in the top toolbar) contains links to All Packages, All Classes, and System Properties.

      It would be good if it also linked to the Serialized Form and Constant Values pages, and any other "global" pages.
