Remove obsolete .hgignore file

    Description

      We've been on git for > 1 year now. There is no reason to keep the old .hgignore file around.

      I note that JDK-8254178 was filed to do the same for the jdk repo.

      I think there may be some value in preserving the .hgtags file, so I don't plan to remove that one (at least not now).
