Remove .hgtags

      We've been on git for > 2 years so it's time to delete the obsolete .hgtags file. It hasn't been updated since the switch to git. It is still there in the jfx17 branch if someone wants to look at it for historical reasons.

      The JDK project just removed it from the mainline jdk repo via JDK-8254318.
