GitHub actions: read boot JDK version and URL from build.properties

    Description

      This is a follow-up to JDK-8254691.

      When running a JavaFX github action workflow, we currently hard-code the version number and URL of the boot JDK in the `.github/workflows/submit.yml` file. We should instead read it from build.properties.
