GitHub has updated the Microsoft Visual Studio compiler, so our hard-coded MSVC version number is no longer valid. Until JDK-8255713 is implemented, we need to change this hard-coded value to match.

In parallel, I will bump the priority of JDK-8255713. I know what it will take to fix that, but it requires more testing and I want to get the GitHub actions build running again as soon as possible.
