Expose access to underlying streams in Reporter

    Description

      Internally, javadoc uses instances of PrintWriter for "standard" output and "diagnostics".
      These may be wrappers around System.out and System.err, but may equally be provided by clients via the API.

      We should expose these streams to doclets, perhaps via Reporter.
