Investigate and optimize GlobalCounter/SingleWriterSynchronizer related things

      I've found the usage of GlobalCounter seems suboptimal in several aspects.
      This is to track and investigate related issues, try to refine the usage of GlobalCounter and improve the performance in hotspot.

      And this is also to track and investigate any potential improvement of SingleWriterSynchronizer.
