Add event handler management to EventTarget

    Description

      The following methods should be added to the `javafx.event.EventTarget` interface:

          <T> void addEventHandler(EventType<T>, EventHandler<? super T>)
          <T> void removeEventHandler(EventType<T>, EventHandler<? super T>)
          <T> void addEventFilter(EventType<T>, EventHandler<? super T>)
          <T> void removeEventFilter(EventType<T>, EventHandler<? super T>)

      This change allows applications to manage event handlers for all kinds of event targets.
