A DESCRIPTION OF THE PROBLEM :
Moving the transparent Frame with mouse drag isn't smooth in Windows as it is Linux and Mac. The Frame gets detached from mouse in between often and hence the automated test fails sometimes. FailureImage.png is attached for ref.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
Run the attached test.

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
The "text" label should be moving smoothly above the white frame.
ACTUAL -
The "text" label gets stuck on white frame half past the frame.

REPRODUCIBILITY :
This bug can be reproduced always.
