Obsolete unused NUMAPageScanRate product option

      NUMAPageScanRate is an unused option for Parallel GC that was about making sure that NUMA placement is correct for Parallel's NUMA support.

      That code has been removed in JDK-8257076 (although it's been a nop for a long time; probably something that has only been supported on the Solaris OS).
