[lworld] ProblemList BasicLayerTest until jtreg LIBRARY.properties is supported

Test library files may or may not be compiled with --enable-preview depending on test execution order.
This may or may not cause subsequent tests to fail when there is a mismatch between the test value of --enable-preview and the library .class files.

A change has been proposed to JTREG to control compile flags for the test library.

ProblemList a few tests until that change is available (perhaps in jtreg 7.5).
