Bump update version of OpenJDK: 11.0.28

      Development of update 11.0.28 starts in repository jdk11u-dev (Git) this week beginning March 3rd, 2025. Bump the version in .jcheck/conf and common/autoconf/version-numbers.

      Release of 11.0.28 is planned for Tuesday July 15th, 2025.
