In SKARA-1655, I implemented a commit check named jCheckConfCheck. It was supposed to check if .jcheck/conf is valid in user's commit. But now, we have a better idea(SKARA-1691) to check and we no longer need this check any more. Also, this check is not using by any repo right now. It doesn't hurt to revert it.
