I issued the `/reviewers 2` command in the following PR:

Skara acknowledged the request, indicating that: "The total number of required reviews for this PR (including the jcheck configuration and the last /reviewers command) is now set to 2 (with at least 1 Reviewer, 1 Author)", but it isn't actually effective. In the Description, Skara notes the requirement as:

Change must be properly reviewed (1 review required, with at least 1 Reviewer)

And marked that task as completed and the PR as ready based on a single approving reviewer.
