Some areas in the JDK project, such as hotspot (usually indicated by hotspot, hotspot-gc, hotspot-compiler, hotspot-runtime) and client, there is a requirement of 2 reviewers by default. Skara should be able to support this default, either as an effect of addition of these label, or some other logic in the .jcheck/conf files.

Hotspot and client both have many external contributors, so having the 2 reviewer requirement explicitly indicated by the bots would be much helpful.
