The settings of Browser for NS6 in ControlPanel doesn't work properly in win-b83

      OS : Windows XP RC1 japanese, WindowsNT SP6 japanese
      JRE : merlin-beta3 b83 international version
                j2re-1_4_0-beta3-bin-b83-win-i-11_oct_2001.exe
      Browser : Netscape 6.1
      ------------------------------------------------------------

      The settings of Browser for NS6 in ContorlPanel does not work properly on Widnows.

      When you change Browser settings for Netscape6 ex. from check to uncheck or from uncheck to check, the following messgaes are displayed;
      ---------------------------------------------------------------------------
      Unable to change settings in Netscape6. Please check if you have login as
      a user who sufficient permissions to change system setting.
      ---------------------------------------------------------------------------

      And "\Program Files\Netscape\Netscape6\Plugins\npoji610.dll" file is removed.
      And "npoji610.dll" file is never recovered even if you check the Netscape6 in ControlPanel.
      Due to this problem, plug-in does not work with NS6.1.
      If you do not change default browser using ContorolPanel after installing jre, plug-in can work fine with NS6.1.

      This phenomenon does not occur in jdk131_01a.
      When you uncheck the Nescape6, "npoji600.dll" file is removed and
      when you check the Netscape6, "npoji600.dll" filed is revovered correctly.
      Therefor, This is regression bug.

      However, on jdk1.4-b83, the recovery of "npoji610.dll" file does not be excuted properly.


      Sptes to reproduce;
      1. Install JRE merlin-beta3 b83 with Administrator.(a case of winXP)
         Installing jre, installer asked me about default browser settings and
         I checked both of IE and Netscape 6.
      2. launch ControlPanel
      3. Click Browser tab
      4. After I installed jre, Browser settings in ControlPanel was the following
         settings;
         
                  check Micorsoft Internet Explorer
                uncheck Netscape 6

      5. Check the Netscape 6 and click apply button.
      6. Then, you can see the either of following two messages;
         ------------------------------------------------------------------------
           1. You have been succesfully changed browser settings........
           2. Unable to change settings in Netscape6. Please check if you have login
              as a user who sufficient permissions to change system setting.
         ------------------------------------------------------------------------
           
           *If 1's message are displayed, please check and uncheck the Netsape 6 for
            several times. Then, you can see the 2's messages.

      7. When 2's dialog message appears, npoji610.dll is removed.

      Then, evev if you change the Browser settngs for Netscape 6, "npoji610.dll" file is never recovered.


      * And I found the other problem that number of installed dll file is different between b81 and b83.

      After install jre b83:
      \Program Files\Netscape\Netscape6\Plugins\npoji610.dll

      After install jre b81:
      \Program Files\Netscape\Netscape6\Plugins\npoji610.dll
                                               \NPJava11.dll
                                               \NPJava12.dll
                                               \NPJava32.dll
                                               \NPJPI140.dll

      On b83, NPxxxx.dll files are not installed into \Netscape6\Plugins directory.

      * I wonder that this problem needs to be filed as another New bug.
        If so, please let me know.
