Size of the java control panel is abnormal. It is same as the screen size.

Tested build : jdk7 b15
Tested platform : generic

Steps to reproduce :
1. Install jre7 b15
2. Clear cache
3. go to jre1.7.0/bin
4. launch java control panel (javacpl.exe on windows)
It can be noticed that the size of the java control panel is abnormal. The size is almost screen size.
