Unable to switch it to new plugin on Vista

Tested OS : windows vista
Tested build : 6U10 b09 PIT

Steps to reproduce:
1.Install kernel jre bundle
2. make sure that there is no browser is running
3. launch java control panel
Advanced->Java plug-in, the check box "Enable the next-generation... " is disabled
4. close java control panel
5. wait till it becomes client vm
6. launch java control panel
Advanced->Java plug-in, the check box "Enable the next-generation... "is enabled
7. Check the check box and click apply
Getting error "Unable to change java plug-in settings". It is working fine in Win XP.
