Unable to Change JavaPluginSettings even when no Browser process is running.

I got into this wiered problem.
Installed Kernel JRE in vista-> Lanched an Applet in IE7
result : Not working.

I waited for JRE to be complete and become normal.
Again I tried Loading an Applet in IE7 - Applet still not working. (Looks like OPP not working)

So I tried un-check the Next-generation plugin from Control Panel.
I am not able to change Getting the following error.
Error- Java Plugin
Unable to Java-Plugin setting - please close all browser sessions.
Where as there is no browser process running ( iexplore.exe, firefox.exe or any other browser process).
